26, Victoria Street, Westminster, London, I HAVE the honour to inform you that we have received a cable from our

July 29, 1910. representative in Peking advising us that the Viceroy of Manchuria has sent his personal representative to inform Lord ffrench that he is extremely desirous of acting promptly in the matter of the Chenchow-Aigun Railway, and that, if it he not possible to construct the line from Chenchow to Aigun, he, nevertheless, is extremely desirous of constructing the line as far as Tsitsibar; but the Viceroy has agreed, if this length of line cannot now be constructed, that he will memorialise the Chinese Throne in the strongest manner to issue an ediet for construction now to proceed as far as Taonanfu only, provided assurances of an official nature are given him that the British Government will support such a compromise.

We should be glad therefore to know, as speedily as possible, in order to permit of an immediate reply being sent to Lord ffrench, whether His Majesty's Government will support the action of the Chinese Government in now issuing an edict for the immediate construction of a line from Chenchow to Taonanfu; this construction to supersede-for at any rate some years-the original proposal for the construction of a line from Chenchow to Aigun.

In the event of His Majesty's Government replying to this letter in the affirmative, will His Majesty's Government communicate the fact of its support as soon as possible to His Majesty's chargé d'affaires at Peking.
